The entry list is committed before selection. The randomness source is named before it exists. The draw refuses tampered state, selects without avoidable bias and publishes what somebody needs to verify the result independently.

Compliance
Rules that do something.
Spend limits enforced at checkout and on top ups. Take a break and self exclusion that change what the account can do. Care flags that suppress marketing. Compliance Packs that set floors an operator cannot loosen. An audit trail of sensitive changes and a dated evidence pack of what was active.
Player monthly spend limit
Locked floor. A Compliance Pack sets a minimum here. You can make it stricter, not looser. The console says which pack set it, and why.
